RATEPAYERS' BURDEN
SYSTEM SHOULD BE CHANGED
A letter from the Hospital Board was received by the City Council last night setting out the plans for the Hutt Valley Hospital, to cost £435,000. The Mayor (Mr. T. C. A. Hislop) said that his objection to the method of raising the money for hospital pur« poses, namely, by a rate levied on ratepayers, still remained. It should be taken from the Consolidated Fund. Councillor A. Black thought that already it could be seen that if such a change were made every small place like Upper Hutt would want its own hospital. If the system were changed to one of Government control, taxation would increase rapidly, while if ratepayers had to meet the expenditure, the erection of hospitals would b* curtailed. Councillor M. F, Luckie thought the rates paid for hospital funds shojid b° based on income tax. It was the only fair' way. People in lodgings, etc., did not. contribute, His own opposition, said Mr. Hislop, was to the manner in which the money was being raised at present.
