MEDICAL BENEFITS
(To the Editor.) Sir, —Having no other avenue save your columns to express a protest or dissent from the avowed or would-be intentions of the present Government I would like to comment upon the statements of the Minister of Health on the Social Security scheme. We were assured from the early inception of the scheme that all its incidents and benefits would be begun on April j 1, 1939. There was little emphasis 1 laid on the saving clause which now comes to adorn the scheme and which says that the benefits shall operate at such time as the Minister determines. Such a comprehensive measure does require an amount of preparation, but those herculean difficulties were the least spoken of during all the controversy and advocacy of the Bill, and it is only now that April 1 need be no longer held sacred as carrying out the policy of the Government of the day. However, we can certainly expect that the clause providing for payment of the shilling in the pound will not gain first place.— I am, etc., ' SHYLOCK.
