PARIS, October 5. The Senate, by 286 votes to 4, adopted the full financial powers Bill. The Minister of Finance, M. Maiv chandeau, assured the Senate that the Government wis only concerned with ensuring sound finances and the maintenance of the stability of the franc, and promised that the new powers would not be used for any other purpose. The first decrees will be published next week.

Meanwhile public confidence is returning. French investors alone yesterday bought short-term bonds valued at £6,667,000. Dr, Abel Gardey, chairman of the Senate's Finance Commission, reported that the 1939 Budget is expected to show a deficit of £66,000,000. The Government's borrowing powers have been extended only to the extent of a further £7,800,000.
