RUGBY, October 5.

In the course of his speech winding up last night.s debate, Sir Thomas Inskip, referring to the preparations for defence, mentioned the impressive speed and smoothness with which the Fleet was mobilised and the various defence units called together. A complete system, of censorship was prepared and staff appointed and organised to deal with essential war materials, including a number of rare metals which were accumulated in "stocks sufficient to carry Britain through a long war. Defects in the preparations which had been revealed must be remedied and arrangements had already been made for an overhaul by every department, military and civil, with a view to hastening the steps ready to be taken and to enable the diplomatic service and the defence to march hand in hand. PRESERVATION OF CZECH INTEGRITY. Sir Thomas Inskip said that the Dominions had left no doubt of their support for the Prime Minister, who had shown timely reasonableness, as had the Czech President, Dr. Benes. The formal treaty guarantee was not yet drawn up, but his Majesty's Government felt an obligation to Czecho-

Slovakia to treat the guarantee as now in force. In the event, therefore, of an act of aggression against Czechoslovakia, his Majesty's Goevrnment would certainly feel bound to take all the steps in their power to see that her integrity was preserved.
