DECLINE IN OUTPUT AND
QUALITY

LONDON, June 9.
The Moscow correspondent of the "Daily Telegraph" says that the Soviet officials admit a great slump in production.
M; Mezhlauk, Commissar for Heavy Industry, addressing a conference, of factory directors, described the decline in the output, of the iron and steel industries as aiarming, but even more serious is the decline in Quality.,
■ The "Pravda"' declares , that mountains of worthless rubbish' are being delivered at State shops. Some directors actually bribe checkers to pass woflhle'ss goods.
