LONDON, June 8.
The efforts to reach agreement on the security of the control of the fleets off the Spanish coast have now reached a stage enabling the British Government to propose a direct diplomatic consultation at-London between representatives of the British, French, Italian, and German Governments.
The Spanish Ambassador (Senor P. de Azcarate) called at the Foreign Office and said that the Spanish Government would welcome the internationalisation of the naval control fleets by'the attachment of neutral observers.
France has replied to the British proposals that she is willing to admit neutral observers aboard the French warships, and suggests that Spain be urged to regard each foreign warship as representing the whole- of Europe.
