MR. C..G. COLLINS APPOINTED

■ Mr. C. G. Collins has been appointed. Deputy .-.Controller and AuditorGeneral in succession to Mr. J, H. Fowler, who recently succeeded the late. Colonel G.. F. C. Campbell as Controller and Auditor-General. For the past. ten years Mr. Collins has been supervisor of local body audits.

Mr. Collins was educated at St. Patrick's College, Wellington. After passing his matriculation examination, he joined the Public Service in 1899 as a cadet in the accounts branch at the General Post Office, Wellington. He was transferred to the Audit Office in 1907, and tw.o years later was appointed an audit inspector at Auckland. In 1927 he was appointed supervisor of local bodies' audits—a position he now relinquishes to take up that of "Deputy Controller arid AuditorGeneral, j

Mr. Collins is regarded as an authority on matters relating to local authorities' finance and accounts, and his opinion on such matters is freely sought by all connected with local body administration. On a number of occasions he has been appointed by the Government and various Departments of State to hold special investigations and inquiries into matters relating to local authorities' administration. He was/appointed by the last. Government to investigate on behalf of the Thames Borough.Council deben-: lure hqlder,s the 'finances of that, borough, and his recommendations for: the. rehabilitation of the borough finances were given effect to and embodied in, statute law. He also represented'the late Controller and AuditorGeneral, Colonel Campbell, at all sittings of the Royal Commission on Native affairs about three years ..ago.; He was commended by that commission for the manner in which he carried out his duties. A member of the New Zealand Society of Accountants, Mr. Collins acted for that society as one of the judges of its thesis competition on local authorities' finance and accounts. He has been a member and officebearer of the Public Service Institute for several years, and is a vice-presi-dent of both the Hutt Cricket Club and the Hutt Rugby Football Club.
