Tin diplomatic writer of the "Daily Telegraph" 'says that the Non-Interven-tion Sub-committee, after an hour's consideration, felt that it would be unable to devise any plan of guarantees to •Germany against further acts by the Spanish loyalists.

The German communication to the committee says that the Government will decide upon measures to be taken in response to underhand attacks.
