A statement that there had been tremendous inroads into the funds by systematic frauds was made by the Magis--trate yesterday when Henry James Satchell was charged on six countf with making false declarations unrisv the Employment Promotion Act, 1936 "I think people take different views of the fact that the money belongs to the Government anc 1 not to the individual," said the Magistrate. "Apparently there has been systematic fraud. I think that, seeing there are so many cases now, indictable offences should be charged against the offenders, ns they are really theft." The- accused was fined £28 lls in all. ,
