MR.HIGGINS PROTESTS
,' In a' further statement. Mr. H. H. Higgins, president of the Wellington Manufacturers' Association, said that in' view of the fact that Mr. Mander's reply this morning w.as "final," he has no desire to prolong the controversy, but in' justice to himself he must protest against. Mr. Mander's misinterpretation of his remarks. "Any remarks of mine," said Mr. Higgins, "were purely on behalf of the Wellington Manufacturers' Association and not the New Zealand .Federation. "Mr. D. Henry, Dominion president, has spoken on behalf of the federation and I merely stated, and I reiterate that statement, that if., these abuses exist as Mr. Mander asserts, and have existed for some considerable time, the fact remains that they have never been brought officially to the notice of the Wellington Manufacturers' Association." ' •
