The acceptance by Germany and Italy of the invitation to a Five-Power conference should enable preparations for the meeting to begin at an early date. These preparations, as the Foreign Secretary emphasised in the House of Commons debate last Monday, will necessarily take some time, for all parties are agreed that the ground should be thoroughly and carefully prepared by diplomatic ex^ changes before the meeting itself takes place, in order to ensure a successful outcomeY
