Replying in the House of Conunonr to a question as to the present position regarding the proposal to establish an oil' monopoly in Manchukuo, the Foreign Secretary, Sir John Simon, said that conversations in Tpfcio between the representatives of the oil interests affected and the Japanese authorities had started early in January, and would, he understood, coyer the field of the Manchukuo oil'monopoly, as well as the Japanese petroleum law. The* conversations were still in progress. _ '.".
