''Despite a decrease in the number of financial affiliations from ~G7 to 49, and-the continuance of a financial depression, the year; just ended may be rightly claimed as a successful one," states the annual report of tlie executive committee of the Wellington School Committees and Educational Federation.
Exception is taken to the action of the Minister of Education in legislating for the biennial election of school committees. • '
While the new system for the appointment of teachers .at . £00 a year is much preferable to rationing, the executive urges the payment' of a more reasonable salary. . ... - . -.
Instances have been reported that changes in staffs have taken place on the eve of proficiency examinations, and it must be conceded that such a state of affairs is uot likely to increase the efficiency of the scholars.
The executive appeals ■ to-the school committees of the Hutt Valley district to form an association and affiliate with the Dominion Federation of School Committees' Associations.
