The Treasury today ruled thatAineri- j can banks eaiulot participate in the Dutch syndicate loan to the .French Government because of the imminent; passage, of the Johnson Bill, which has already been approved by the Senate, prohibiting the flotation in the United States of issues of foreign countries in default of their war debts. New York banks had asked for a ruling on an invitation, from Amsterdam to participate in 100 million guilder ninety days French Treasury bills.
