ACTION POSTPONED
(Received March. 24, 2;45 p.m.) WASHINGTON, March 23. According to dispatches from San Francisco the scheduled strike of 12,000 dock workers, calculated to tie up all the West Coast shipping, has been postponed at President Roosevelt's request, but the labourers are restive and anxious to walk out unless their demands are immediately met;
