LIGHT ON NEW PENAL CODE

MINISTER SURVEYS LAWS

BERLIN, October 27. Light oil the new German penal code based on Nazi principles has been thrown by Dr. Frank, Minister of Justice. He describes the- guiding ideaof the code, which will be inaugurated possibly before the end of the year,, as protection for the "strong, healthy, and efficient part of the nation against tho inferior, decadent minority."1 Dr. Frank says that society as a whole must not wait until attacked,, but must take advance measures in defence. "Baeial security" will he ensured by sterilising chroma criminals and other inferior elements. Tho Italian example has been, followed in the attitude towards offences against the State. Treason will incur the heaviest penalties. Tho civil law also is being revised with a view to securing "certainty, speed, and authority." Unnecessary formalities and bureaucratic methods will be abolished. Finally, a special committee will be appointed to deal with the relationship of the citizen to the new State in njatters of right of property, family inheritance, and so forth.
