GOVERNMENT'S PLANS

CO-OPERATION NEEDED

An indication that it is tho intention of the Government to conclude the present sessioii of Parliament before Christmas was given by the Prime Minister (the Bt. Hon. G..W. Forbes) in tho House of Bepresentatives this morning when moving for urgency to bo accorded the second reading of the Besorve Bank of New Zealand Bill. The Leader of the Opposition (Mr. M. J. Savage) asked the Prirno Minister if it was his intention to complete the second rcrding stage of the measure today. "If that means you are going to shut members out, I want to enter a very emphatic protest," he added. The Prime Minister said that already two days had been given to the Bill. "Why, we've been dealing with every subject under the sun," said Mr. Savage. "That is not due to members on this side of tho House," said, the Prime Minister, who added that he considered that by the end of today ample opportunity would have been given to discuss the principles laid down in the Bill. The Committee stages would bo taken later and members would then have an opportunity to discuss the details of the measure. "Is the Prime Minister going to shut out members who want to speak on this important subject?" asked Mr. Savage. "We can sit tonight and complete the debate," replied the Prime' Minister, who added that the Government still had a great deal of business to bring before the House, and he believed that members would like to get the business through before the end of the year. If there was not some ' co-operation between both sides of the House, members would be kept u^ntil next year, a course which no one wanted. He explained that the Government did not intend to proceed with the Committee stages of the Bill first thing next week, so members would have some time to consider the details. Urgency was accorded the second reading of, the Bill.
