LEGISLATIVE COUNCIL

An increase in tho number of members of tho* Legislative Council was urged by the Hon. R. "McCallum- dur-. ing the course of his speech in the Addrcss-in-Rcply debate yesterday.

Mr. McCallum said that the' Government did not ido itself credit in not appointing new members to the Council. He realised that the reappointxnent of Sir Francis Bell could not have been avoided, as Sir Francis had had an outstanding career, and he could not be overlooked, but when the Hon. J. A. Hanan and the Hon. O. J. Carrington had been reappointed tho Government should have renewed the terms of; Sir Heaton Rhodes and Messrs. G. Witty and L. M. Isitt, who had retired earlier. Unless further appointments were made they could not expect tho confidence of the public to be retained in the work of the Council. With the present numbers the Council could not function effectively.
