OPENED IN GERMANY

LONDON, August 23.
The authorities at Aachen opened a package of newspapers posted in Paris to Communists in Copenhagen, reporting recent happenings in Germany, and substituted newspapers "giving a true picture of conditions." It is admitted that packages consigned to Scandinavia via Germany are regularly opened.
