JAPANESE PEACE PACT
PROPOSALS AT BANFF
BANFF, August 23. British Dominions bordering the Pacific will be asked to participate in a conference of Pacific Powers suggested in peace proposals outlined by Japan before the Institute of Pacific Relations Conference on Wednesday if the Japanese plan becomes an actuality. In the draft scheme of the proposals the Japanese admitted that they had named only Great Britain, but due to the discussions here it' was quickly recognised that the Statute of WestminBter, giving equal sovereignty with Great Britain to all the Dominions, had been overlooked. The Japanese declared their readiness to amend the draft proposals to include the Dominions as full treatymaking Powers with other nations bordering the Pacific. The Japanese outlined a pact containing the provisions of the existing treaties and the Hoover-Stimson doctrine of non-recognition. Japan stipulated for a modification of Article Sixteen of the Covenant of the League of Nations, which would impel each nation to fall into line with the growing tendency among the nations to adopt a new conception of international sanctions, and might help to make the League more universal. Japan also recommended consultation among the Pacific Powers at the Conference which might aid in restoring disturbed relationships and re-establish a basis for international co-operation among the nations in the Pacific area. She suggested that Pacific agreements be organised between the United States, Eussia, Japan, China, Prance, and Great Britain. . .' ' Sir Herbert Samuel (Britain) commended the proposal.
