RELIEF WORK DIFFICULT

SHANGHAI, August 23. All available Government troops are engaged in strengthening the dyke walls in an effort to control the flooded Yellow Kiver. The latest reports state that the floods there are growing worse. A Sianfu telegram reports that' 34 districts in Kwangchun are completely flooded. Thousands are homeless and starving. Belief work is difficult owing to the scattered nature and the inaccessibility of the affected areas, but aeroplanes arc being used to drop food and carry out surveys.

It is reported that tremendous damage has been caused in Western, Shansi. Thousands are sheltering in tree-tops and on the roofs of floating houses.
