SHANGHAI, March 29. Mr. Lo Wen-Kan,, tho Chinese Poreigu Minister, commenting on Japan's withdrawal from the League of Nations, declared that this was a deliberate step to impair post-war machinery, for the preservation of the peace of the world and to compel China to accept terms and conditions dictated by Japan. Nevertheless, he said, China was still hopeful that the League would not fail to take immediate action to ensure a just and equitable settlement of the whole affair without recourse to further hostilities. ■ . ■ ■
