K.3.A1-ex-press its indignation aftlie' action.of the City Council in refusing to support the motion of the Mayor re; granting a permit to -sell .poppies on the. Friday preceding Anzac Day,' and appeal to the council to reconsider its deeisiou in the interests 'ot the returned -men who are now -a serious responsibility to the R.SiA. of this ■ city.' •The Rev. W. Bramwell Scott'Said .that .there was always a- danger of a ; -Iqcal authority being bound down by its: regulations, but even these made provision for special occasions. .
