LONDON, March 27. Continuing the debate, Major Attle* (Labour), following Sir Samuel Hoare, said that Labour desired to see the successive pledges given to India carried out and reaffirmed the right of the Indian people to full self-government a£ d equality with other members of British Commonwealth/ The White Paper seemed to be in direct conflict with earlier pledges, and appeared 'designed to placate Mr. Churchill's followers. „ The safeguards went beyond the necessities, and the whole idea of Dominion status had gone, even as the ultimate, goal. In effect, India had only to get the dynarchy which he and his colleagues on the Simon Commission, had condemned.

Sir Herbert Samuel said that tha Liberals thought it :the> duty of tha House of Commons' to show that the solid mass of responsible British opinion was behind the proposals as in the main was European, opinion in India. Britain in relation.'.to India was no-ar in much the same position as it was towards Ireland when self-govern-ment was first proposed in 1886. If we missed the present opportunity, India might be the scene of rebellion and bloodshed, as had been Ireland. Sir Herbert Samuel welcomed tliß „ Government's proposals as bringing Dominion status very close. The debate was adjourned.
