BERLIN, March 27.
A significant example of the return of pre-war Germany is a Government decree restoring sword-duelling at Heidelberg "University.. The students, mostly Nazis, are jubilant.
Herr Hitler is introducing compulsory labour among tho unemployed, particularly in agriculture and forestry. Thirteen special Courts are being established to try political prisoners.
