LONDON, 23rd November;
Lord Heading, who has ju3t returned from a visit to the United States, in an address to the English-Speaking Union, said:—"l am confident from what I have seen, read-, and heard that the United States feeling is that Britain has had a hard deal in the debt settlements, and I believe the Americans are quite ready to revise the settlement." l
