Dr. Wellington Koo has circulated allegations that ■ the .Japanese in Manchukuo bombed aerially Yaokulak, ruthlessly murdering , the ■ villagers; that they also adopted conscription with a view to exterminating the Chinese volunteers opposing the Government, and sent an agent to force Chinese organisations to sign affidavits in favour of a "puppet Government."
