ALTERING A DECISION
A WAIRARAPA CASE
The New Zealand Rugby Union has dismissed the appeal of the Garterton Club against the Wairarapa Eugby Union's decision upholding tho Bed Star Club's appeal against the referee who altered his decision in regard to a try during.the Eugby championship final. Eeasons giyen by the parent body for its dismissal of the appeal are set out as follows:— . '
"(1) The referee had awarded a try, and he cannot alter any decision when given. (Law. 10). (2) The touch-judge should have immediately lowered his flag when the ball had been thrown in from touch, as the ball had been thrown I in by the player of the team entitled to do so, and the player had not put either foot into .the field of play while throwing in from touch. (Law 11). (3) It is not the function of the'toueh judge to keep his flag up if the ball be not thrown in at the right place (Law .11). The referee must decide whether the ball has been thrown, in at the right place or not, in the same way that he must decide' whether the ball was thrown in straight, and five yards from the touch-line. (4) As play had been allowed to proceed after the ball had been thrown in, the referee in effect overruled the touch judge.'' .: It is pointed'out that the ruling of the Eugby Football Union, given in 1925-26, regarding a referee altering his decision, applies only to the case.of a player who steps into touch whenL running in to score a try, the referee not having noticed that the flag was up until after he had awarded the try. The Carterton Club quoted paragraph 4 on page 58 of the "Eeferees' Handbook," which reads: "A touch judge must keep his flag up 'if the player throwing the ball 'in has not got both feet in touch, or if the ball be not thrown in at the correct place." It is explained that tho latter section of the paragraph—"or if the ball bo not thrown in at the correct place"—is ineorroet, and the attention of the New Zealand Eeferees';Association has boon drawn to this.
