YON PAPEN'S POSITION
CONSIDERED PRECARIOUS
BERLIN, 16th November. The Socialists refused to dijienss the political situation with the Chancellor, Herr yon Papenj because he recently described them as enemies of the people, and always opposed to all parties. Moreover, they say, it would be, the President's and not the Chancellor's business to negotiate the formation of a new Government.
Herr yon Papen's position is generally considered precarious.
