POINTS IN SPEECH

OTTAWA, 4th February. Negotiations between Canada and the United States for the completion of the St. Lawrence canalisation scheme in progress were announced in the Speech from the Throne at the opening of Parliament on Thursday. The speech stressed tho fundamental soundness of Canada,- the courage and fortitude of the Canadian people in the present; distressful period, and mentioned the opening of tho Imperial Conference on 18th July, a policy of rigid economy would be followed. Mr. Arthur Meighen was elected Leader of the Government in tho Senate at a Caucus on Thursday, succeeding Senator Willoughby, who has resigned on account of ill-health.
