LONDON, 4th February. Between £2,000.000,000 and £5,000,000,000 of British sayings have been lost in overseas investments during the past sixty years, said Sir Arthur Samuel at Woking. He urged the institution of measures to prevent the flotation of undesirable loans and to ensure that interest and repayment were properly secured, perhaps, by the hypothecation of specific revenues assigned to the service of foreign loans here. He added that every country in South America, with the exception of Argentina, was in default on its external loans.
