Mr. Malcolm Mac Donald, Under-Sec-retary for the Dominions, in answer to Sir Newton Moore's suggestion, in view of the importance of the Otttawa Conferenco, that the Government should consider inviting representatives of the Australian States, as the land, mines, railways, and forests were Stat'e-eontrollca, said that any alteration in the general practice must first be a matter of discussion between the Commonwealth and the States.
