TO BAN MUNITIONS
MOTION. IN CONGRESS
WASHINGTON, 2nd February. ' Mr. H. Fish, of the House of Repre-' sentatives, has introduced a resolution empowering the President or'the Congress to ban the shipment of arms and munitions to warring countries. Foodstuffs and other commodities would be exempted from the embargo specifications.
