WASHINGTON, 3rd February. Admiral' Pratt has instructed Admiral Taylor to call upon tho ConsulGeneral at Shanghai (Mr. Mamoru Shigemitsu) and express Admiral Pratt's confidence "in his ability and your own to find some happy solution" to the situation.
