Thomas's .declaration created. All the hotel lounges to-night were humming: with:discussiona ol its possible . effects. ' Some- commentators were eager to assert that the Japanese are somewhat; worried at the turn' of events in the sense that Britain's declaration has dispelled any illusions about the old basis of Britain's tfaditional friendship, but the simple' fact is that Britain thought that events in. the East hafl gone far enough and it was time to call 'a halt without saying who was to blame.
