TO SETTLE DISPUTE

PROCEDURE PROPOSED
(Eeceived 3rd February, 10 a.m.) ■WASHINGTON, 2nd February. The United Press learns that Britain and the United States have sent messages to China and Japan proffering their good offices for the settlement of the dispute in China, and urging the two nations to cease warfare. The American and British proposals to China and Japan are: (1) Tho cessation of all acts of violence on both sides. (2) No further mobilisation or preparations for hostilities. (3) The withdrawal of Chinese and Japanese combatants from all points in mutual contact with Shanghai. (4) Protection of the International Settlement by the establishment of neutral zones policed by neutrals. (6) Prompt advances to be made with negotiations to Battle outstanding controversies between the two nations in the spirit of the Pact of Yaris and the resolution of the league ot Nations of 9th December, without prior demand or reservations, and with the aid of neutral observers or participants. . France and Italy, it is understood, Hive made the same proposals.
