SHANGHAI, 3rd January. Harassed by Japanese forces oi three sides and angered by the Government's castigation. of them for thei* inability to hold Chinchow against the invading troops, the staff officers of the Chinese Amy now retreating towards tho. Great Wall issued a eirc£ lar telegram complaining bitterly of tho appalling Chinese losses as the result of the Government's failure to respond to their urgent demands for reinforcements at the most critical period of the present conflict. Tho telegram indicates that there was terrible havoc among the Chinese forces, who were shelled by armoured cars, devastated by air attacks, and threatened with a rear attack, compelling a disorderly retreat. ' "We learn that the Government intends punishing our commanders for inability to hold Chinchow," adds the message' but flesh and blood cannot stand more wheu eveu the Government deserts us."
