PLEA BY PRESIDENT
NO LOANS FOR NATIONS UNLESS REPRODUCTIVE (Received 9th October, 11 a.m.) WASHINGTON, Bth October. A plea by President Hoover that nations neither lend nor borrow, except for reproductive purposes, brought 600 delegates to the fourth Pan-American Commercial Conference to their feet with applause an Wednesday. The President maintained that such a step would help to prevent war, international embarrassments, and economic complications.
