BALANCING THE BUDGET
DIFFICULTIES FORESEEN
(Received sth October, 2 p.m.) PARIS, 4th October. Vn official statement assures the public that the Budget in Ist OctobT& will be "rigorously balanced." The statement does not deny that the task is exceedingly difficult. M. Caillaux, referring to the financial difficulties, said that the resumption of war debts and reparations payments in their present form was out of the question at the end of the Hoover holiday. He asked What substitute the Treasury could find for German payments under tho Young Plan.
