• (Eeceived sth October, S a.m.) '. WASHINGTON, 4th October. The Federal Farm Board's bulging stores' of wheat and cotton were offered on. Saturday to the national relief agencies, as much as was heeded to be released, either for cash or deferred payments, to make bread and clothing for the needy. The board has no authority under the law to give away its stocks. Only Congress can do that. There have been suggestions that Gobgress reimburse the board. Should it do so, the obligations of relief ageneiei would bei adjusted by Congressional action, and wheat and cotton go for relief free in the meantime. . The board has agreed to accept deferred payments, so the surpluses will be available immediately.
