Mr. Renncr's circular predicted a devastating mutilatidn of secondary education, and urged local meetings and deputations of protest; So fatas the association is concerned, in view of his clearly defined attitude, the secretary had usurped tho presidential rights, and dictated a militant policy based purely on surmise.
