(By Telegraph.—Press Association.) OAMARU, This Day. Replying to Mr. Renner's explanation, Mr. Milner says 'that as early as 25th September he made his position clear, to Mr. Reniier when he refused the federation's invitation to address a public meeting of protest at Wellington, and deprecated, premature demonstrations. He telegraphed both to tho federation and the Secondary Schools' Association, which then substituted a policy^ of sensational circularisation. Mr. Renncr's circular predicted a devastating mutilatidn of secondary education, and urged local meetings and deputations of protest; So fatas the association is concerned, in view of his clearly defined attitude, the secretary had usurped tho presidential rights, and dictated a militant policy based purely on surmise.
