MADRID, 9th February. The election campaign, begins to-mor-row by official decree. The Primo Minister, General Berenguer, points out that the publication of the decree disposes finally of tho reports that th« King will refuse to challenge national opinion. Furthermore, the declaration re-establishing tho right of free speech and tho removal of the censorship tomorrow constitutes a return to normal conditions; •
