NEW LOW LEVELS TOUCHED

Stocks suffered a severe liquidation and industrials broke through two years' levels, and rails made new low levels on the average for five years, when thousands of shares were thrown, overboard in heavy trading. United States Steels' ability to hold at 138 i, within half a point of the two-year low, level, was the principal factor in pre« venting a complete collapse.
