I (British Official Wireless!) I (Received and December, 11 a.m.) BUGBY, Ist December. Tho Conference, in committee, continued the examination of heads of subjects ;ts drawn up by Lord Sankcy. Four of these heads, namely, the component elements of federation, the typo

of Federal Legislature and number of the chambers constituting it, the powers of the Federal Legislature, and the construction, character, powers, and responsibilities of. the Federal Executive, were referred to a Federal Structure Sub-Committee. The powers of Provincial Legislatures, and the constitution, character, powers, and responsibilities of the Provincial Executives were referred to a second sub-commit-tee. A third'sub-committee was given the task of considering tho provision to bo made to secure the willing^ co-operation of minorities and spocial interests. The hoadings dealing with membership of the Federal Legislature and the method whereby representatives from British India and Indian States are to bo chosen were held over, since action on these matters is in a measure dependent on. the work done on the questions before the Federal Structure SubConimittec. Questions relating to tho defence forces, to the Supreme Court and its jurisdiction, and tho relations of the Federal and Provincial Executives to the Crown were also left over until the Sub-Committee reported on lives to the Crown were also left over The Business Committee meets tomorrow to appoint the personnel of'the sub-committees. Thoso will havo a membership of not more than 20 each, j but arrangements have been made whereby tho view of any minority is assured of a hearing. The delegations will submit to the Business Committee the names they desire to have in the sub-committees. ■ , . ■ I
