CAPE TOWN, 21st September.

The South African legislator, Mr. Patrick Duncan, the recognised leader of the English-speaking section of South Africa, characterised the Minister of Lands (Mr. Grobler's) East African speech about native development on his own lines as the grossest hypocrisy. He summed up the Nationalist nativo policy in the slogan, "Drink, enfranchisement, forced labour," "but," ho added, "if the interests of European settlers in East Africa are to bo subordinated to the interests of the natives, South Africa will certainly side with the Europeans."
