TOKIO, Ist May. The Government was severely attacked upou the question of the- London Pact, tho Opposition alleging that the final instructions to London were ignored by the naval authorities. _ The Cabinet's action independent of the opinion of the naval staff,. constitutes a most important step, the breakdown of political domination by the Navy and Army, raising an issue of which tho outcome is -awaited with the keenest interest. Influential- Progressives throughout the nation are supporting, the Premier. ,
