GOVERNMENT LIKELY TO.WIN

The first election returns will appear to-morrow. Unlike England the laws of Japan forbid publication on the day of voting. Encouraged by the fine
weather a larger percentage polled than in previous years.. It is generally conceded that the Government Party will have a plurality, but an absolute majority is doubtful. Meanwhile, the proletarians are most hopeful that the opportunity has arrived when their party will command a decisive position, and that on them the Government will be dependent to carry one. It is estimated that 80 per cent of the electorate in Tokio and 72 per cent in Osaka polled. ' . ■
