QUESTION IN PARLIAMENT

RUGBY, 17th February.

Tho Secretary for India, Mr. Wedgwood Bcnn, in tho. House of Commons, was asked whether ho had information of tribal unrest on tho Indian frontier and in Afghanistan and when it was expected that tho British Minister would be ablo to proceed to Kabu^l. He replied that 'a certain section of Shinwari tribo captured tho Afghan frontier post of Spina Kotha on the Kabul-Peshawar road on 10th February, but this post was recaptured by Afghan regulars on 13th February. Communication on the road was suspended during this disturbance, but, so far as ho was aware, would now be restored. The British Minister loft London this morning and it was expected that he would bo ablo to reach Kabul somo timo in March.
