It is considered .probable that tho defeat of M. Tardicu's Government by a majority of (5 on a vote of confidence in the French Chamber last night may cause sonic delay at the London Naval Conference in tho examination of
questions in which France is directly involved. M. Briand is postponing his return to London. There are, however, several matters before tho Conference in which Franco is not directly interested and these are'likely to keep the Conference occupied for several days, by which timo it is possible the French political crisis may have resolved itself. Several newspapers are debating the possibility of finding .some solution in tho nature.'of a political expedient for the-' difficulties of the naval questions with which the delegates ■ of, the Five Powers are faced. Delegates of Five Powers are unofficially reported to have discussed informally the possibility of the suggestion that the Powers at the Conference should undertake to consult together in time of emergency. Such an undertaking, of course, already exists among the Powers who are members of the League. Apparently- tho newspapers fmd a point of discussion for tho suggestions put forward in tho section of the French .memorandum, which refers to France's 'air, foreo, for a "mutual guarantee of security the effect of which would.be to transform absolutely the naval requirements of each Power into relative requirements." ■
