RXJGBY, 17th February.
Although by to-morrow the Naval Conference will have lasted a month, definite results still lio somewhere ahead aud continued/patience is required. The goueral impression in Conference circles is that many of- the divers problems before the Conference are closely related, and it is not to be expected that achievement can be announced piecemeal. The opinion is that these problems will como all together for solution towards tho end of tho proceedings. Considerable progress has been made with preliminary work and now that experts havo produced a scheme which is a compromise between the category and global theories of effecting naval limitation, the heads of delegations are now engaged in the-obviously intricate task of find; itg tho actual tonnage figures. Meanwhile other aspects of the general problem are receiving attention either from experts or tho heads of delegations. To-day Mr. MacDouald, Mr; Stimsou, and Mr. Wakatsuki, with other members of the British, American, and Japanese delegations, are to discuss Japanoso -.tonnage theories. The Italian delogation is expected to produce a statement early this week, and than each the Five Powers at tho Conference will havo submitted a memorandum on its policy. In a broadcast speech, relayed to America from London yesterday, oSnator Reed, one of tho Amorican delegates, said: "Tho whole Conference is moving as rapidly as.is possible, working long hours every day and often, far into the night." .
The French Prime Minister, M.. Tardieu, who went to Paris at the weekend, is suffering from a mild attack of influenza and is not expected to retvn to London before Thursday. M. Briand, who will meanwhile head the French delegation, 'returns to-day.
